This actress is the British Laura Haddock . In short but important scenes in both Guardians of the Galaxy, she plays the character of Meredith Quill, the mother of Star-Lord ( Chris Pratt ), a child she had with Ego ( Kurt Russell ).
A few years earlier, in 2011, Laura Haddock briefly appeared in the credits of Captain America: First Avenger playing a fan of the hero played by Chris Evans , well motivated to get an autograph. The proof in the excerpt below, at 2’11”:
